Profile

Practical judgment inside complex systems.

Dr. Blaine Fisher works where technology meets people who have to live with the result. His record spans enterprise AI adoption, instructional technology, emergency management, geospatial science, consulting, and teaching — held together by one thread: helping people use new tools without losing sight of ethics, context, or judgment.

At Tulane University he is Senior Instructional Technology Manager in the Innovative Learning Center, leading AI strategy, Canvas administration, and faculty development for a 13,000-student institution. He founded WAVE, Tulane's AI Visionaries and Educators Network, and runs the W.A.V.E. workshop series and Preflight Bootcamp.

His faculty work crosses Tulane's School of Professional Advancement and School of Science and Engineering — information technology, emergency management, GIS, and remote sensing. His research moves into the field: the Birdsfoot Delta through MissDelta, and Classic Maya defensive landscapes at Dos Aguadas, Guatemala.

He is the author of The AI Human: Navigating a Transformed World, Pracademics Editor at Homeland Security Today, and founder of Sparkfish Consulting. Before all of it, he was a paramedic in the New Orleans region — and it still shows. He teaches like someone who has watched plans meet weather, pressure, and time.
